you know our NCS Chairman, Peter Forbes has been out of action for a large part
of this year - with hospital admissions for Marian and himself plus a
succession of falls/accidents causing mobility issues. <o:p></o:p></span></p>

managed to keep a handle on most NCS issues and has had huge support from Steve
Hanks during this period - especially with monthly articles for the LINK.
NCS has completed another year at the end of September and our treasurer will
be completing the 'end of year accounts' for audit. Our committee also
finalised the Village Calendar submissions and Kent Sandiford kindly put the
artwork together for the printers to produce supply of the 2023 calendars which
are now on sale at Holborns and at Priory Farm Shop (as advertised in the LINK
plus posters around the village). </span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in; text-align: justify;"><span style="font-family: Tahoma, "sans-serif"; font-size: 12pt;">In view
of Peter’s health issues being ongoing since his cancer operation at the end of
2019, he will be stepping down as Chairman at the end of this year and the
Society will be looking for someone to take up this position next year and
maybe seek additional committee members to assist with ongoing NCS
research/responses etc. He is happy to continue as a committee member to assist
as required and is happy to discuss any details regarding NCS.</span></p>

The PPC resolved to submit a letter of proposals to the <span class="gmail_default" style="font-family: tahoma, sans-serif;">'</span>LP Examining Inspector<span class="gmail_default" style="font-family: tahoma, sans-serif;">'</span> in order to progress the emerging LP this will include a reduction of the plan to a five year span. meetings on this matter. The latest meeting took place on 22nd September. The
following is a summary of the present situation - complete information can be

<p class="MsoNormal"><span face=""Arial","sans-serif"" style="font-size: 12pt; line-height: 115%;"><i><span style="color: #0b5394;">Members may recall that TDC have been reacting to the
Inspector’s (post Inquiry) concerns and have commissioned consultants. <o:p></o:p></span></i></span></p>
<p class="MsoNormal"><span face=""Arial","sans-serif"" style="font-size: 12pt; line-height: 115%;"><i><span style="color: #0b5394;">In accordance with The Inspectors requirements TDC have
provided monthly progress reports. They
have conformed to an agreed schedule. The Government requires that all local
authorities must have their plans approved by the Inspector by December 2023.
The TDC schedule for completion will take them very close to this 2023
deadline. To date the Local Plan has cost TDC £3.1 million and they have a budget of
£1.1 to complete the work in progress.</span></i></span></p><div><p class="MsoNormal"><span face=""Arial","sans-serif"" style="font-size: 12pt; line-height: 115%;"><i><span style="color: #0b5394;">On 28th July the former Secretary of State, Greg Clark,
wrote to the Chief Executive at the Planning Inspectorate (PINS). This letter
directed Inspectors “not to conclude that local plans are unsound or recommend
their withdrawal before a new prime minister is appointed, or until the
department advises you otherwise”. The letter has introduced a significant
degree of uncertainty regarding the Local Plan making process and advised that
the government is “considering changes to the planning system". TDC
officers expressed concerns that, notwithstanding the tight schedule of
outstanding work on the emerging Local Plan, to proceed and spend significant
amounts on the planned works would be financially imprudent.<span style="mso-spacerun: yes;"> </span>The rationale being that any such changes may
undermine or waste work<span style="mso-spacerun: yes;"> </span>both completed
and planned.<o:p></o:p></span></i></span></p>
<p class="MsoNormal"><span face=""Arial","sans-serif"" style="font-size: 12pt; line-height: 115%;"><i><span style="color: #0b5394;">The officers therefore recommended:<span style="mso-spacerun: yes;"> </span><o:p></o:p></span></i></span></p>
<p class="MsoNormal"><span face=""Arial","sans-serif"" style="font-size: 12pt; line-height: 115%;"><i><span style="color: #0b5394;">1. That letters are sent from the TDC Chief Executive to
the Chief Planner at DLUHC and the Inspector examining the Local Plan;<o:p></o:p></span></i></span></p>
<p class="MsoNormal"><span face=""Arial","sans-serif"" style="font-size: 12pt; line-height: 115%;"><i><span style="color: #0b5394;">2. TDC does not proceed with commissioning or undertaking
further work for the time-being on the emerging Local Plan; and<o:p></o:p></span></i></span></p>

color: #0a0a0a; font-family: GatwickSans, Helvetica, Arial, sans-serif; font-size: 16px;">Regular use of this additional 'Northern' runway could allow Gatwick to serve 75 million passengers a year by 2038 although this development contradicts Government Climate Change plans over this period. Other elements of their plans include changed highway access to allow increased vehicle movements.</span></p><p><span style="background-color: white; color: #0a0a0a; font-family: GatwickSans, Helvetica, Arial, sans-serif; font-size: 16px;">We objected to the previous plans to utilise the emergency runway in this manner and were pleased to see those Gatwick plans were rejected. You don’t have to grow lots of crops or feed them heavily for them to produce milk. We are going for quality rather than quantity, which means we don’t have to ask as much of our ground. We don’t put lots of fertiliser on the fields, we leave clumps of nettles here and there and we minimise the cutting of hedges. “We have a good population of swallows and little owls and kestrels on Brays Farm. We did have barn owls but a drought a couple of years ago hit them hard, so they haven’t nested since. at least avoid increasing the already high rate of harmful emissions. We are at
a point of no return in relation to environmental damage. The current favouring
of alleged economic advantages over pollution reduction and achieving
Government environmental targets should be reversed. Gatwick should take the
opportunity to present itself as a responsible organisation and lead the

<p class="MsoNormal" style="text-align: justify;">The pandemic has certainly wrecked plans for the planting
of the new Jubilee Wood. The young trees
have arrived, and are currently heeled in garden soil but they do have to be planted this year, no
later than the end of March, so help is needed. </p><p class="MsoNormal" style="text-align: justify;">Restrictions mean that a community tree planting event which was to be organised
by the Parish Council and the Tree Wardens, is out of the question. However, one person only arriving on site to
plant and one other person there to show where to plant, is possible under the
current regulations. Planting is good
exercise after all. </p>
<p class="MsoNormal" style="text-align: justify;">Preparations beforehand will be everything. The little trees – they are small year old
whips - will be put into bags of 20 containing five different tree species, and
the bags brought to the site. Planting
areas, each enough for 20 young trees, will also be marked out in advance by
the Tree Wardens. Each bag will come
with the right number of guards, stakes and ties. One of the Tree Wardens will
be on site to show the next block to be planted. Volunteers will be contacted beforehand with
online “how to plant” information, and written instructions will be available
too. No previous tree planting experience is
needed. The Tree Warden and the volunteer
planter will keep at least 2m apart at all times. </p>
<p class="MsoNormal" style="text-align: justify;">We would like single volunteers to come forward: one
person only from a family.<span style="mso-spacerun: yes;"> </span>You will be
able to choose, or be asked to come, at a specific time and leave at a specific
time. You will be about an hour and a half on site.<span style="mso-spacerun: yes;"> </span>You will have to bring your own tools – a
garden spade and fork, secateurs, and if you have them, a mallet or similar for
driving in tree stakes, <span style="mso-spacerun: yes;"> </span>and a wheel
barrow might be useful. The ground is wet, heavy clay so strong boots and gloves
will be essential; and you will have to provide your own refreshments.<span style="mso-spacerun: yes;"> </span>Sanitiser sprays and wipes will be on site
should they be needed.<span style="mso-spacerun: yes;"> </span><o:p></o:p></p>
<p class="MsoNormal" style="text-align: justify;">The date when this is to happen is the weekend of the <b>6<sup>th</sup>
and 7<sup>th</sup> March.</b> If the
weather is really poor, then planting might be moved to the following weekend but

<p class="MsoNormal" style="text-align: justify;">Sadly for this year, we are going to have to say that no
children can come to the tree planting.
This is not the community tree planting event the Parish Council and the
Tree Wardens wanted. But all things will
end - the pandemic included. Jubilee Wood
is an ongoing project, and next year, let’s hope, children, families, couples,
everyone can be welcomed together to plant more of the new Jubilee Wood.</p>
<p class="MsoNormal" style="text-align: justify;">There is another special tree that will also have to be
planted this year. The Nutfield Tree Wardens
and Nutfield Parish Council have been awarded a special elm tree to celebrate
the 30<sup>th</sup> anniversary of the national Tree Warden Network. It is also being delivered this winter but, as it is in a pot, there is less urgency to get it into the ground. The elm is Ulmus ‘New Horizon’, and is
totally resistant to Dutch Elm disease, which over the past fifty years has killed
mature elm trees throughout the country. There
are no large elms now left in Surrey - only hedgerow ones. This elm will grow to a mature tree in time,
and will be a key feature near the entrance to the new Jubilee Wood.</p>

Surrey Hills AONB was only the second landscape to be designated in England and the boundary had not been reviewed since its original designation in 1958. </span><span face="Arial, sans-serif" style="text-align: left;">Significant parts of the adjacent countryside outside the AONB
had been designated as Areas of Great Landscape Value
(AGLV) and the Surrey Hills Board felt this area
was now worthy of review.</span></p>

Partnership commissioned landscape consultants Hankinson Duckett Associates
(HDA) to conduct a search
for areas that might be considered for re-designation as AONB. </span><span face=""Arial","sans-serif"">The first stage was to review the
Surrey Landscape Character Assessment ‘The future of Surrey’s landscape and
woodlands’ from 1997. This would bring it in to line with current Natural
England character assessment guidance of 2002 and create a framework for
evaluation as recommended by the earlier consultants Alison Farmer Associates.
Landscape character assessment is a systematic way of analysing the elements
that make one area of landscape different in character to another, but makes no
judgment on landscape quality.</span><span face=""Arial","sans-serif"" style="mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-GB;"><o:p></o:p></span></p>

second stage was to conduct a search within this framework, looking for
candidate areas that met the criteria which contribute to natural beauty as
set out in the current Natural England Guidance published in March 2011.</span></p>

November 2013, the Surrey Hills AONB Board formally submitted a request that
Natural England (NE) consider a modification to the AONB boundary based
on 38 candidate areas recommended by HDA. <b style="mso-bidi-font-weight: normal;">Nutfield Ridge was included in the suggested boundary revision</b>. </span><span face=""Arial","sans-serif"">In February 2014, the NE Board agreed
to consider the evidence submitted on the candidate areas. </span><span face=""Arial","sans-serif"" style="mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-GB;"><o:p></o:p></span></p><p class="MsoNormal" style="line-height: normal; margin-bottom: 0in; text-align: justify;"></p><p class="MsoNormal" style="line-height: normal; margin-bottom: 0in; text-align: justify;"><span face=""Arial","sans-serif"">The
formal process for seeking a modification requires an assessment by NE to
determine if the candidate areas submitted meet the statutory criteria of an
AONB. </span><span face="Arial, sans-serif">There are various stages to
go through, including regulatory assessments and, ultimately, the decision
rests with the Environment Secretary.</span><span face=""Arial","sans-serif"" style="font-size: 8pt;"> </span><span face=""Arial","sans-serif"">Unfortunately</span><span face=""Arial","sans-serif"" style="font-size: 8pt;">, </span><span face=""Arial","sans-serif"">NE had already committed to deliver
the Suffolk Coast & Heaths AONB boundary review at the time of their Board’s
decision to review the Surrey Hills situation.<span style="mso-spacerun: yes;">
</span>Due to the complexity of the process they were therefore unable to commence
the Surrey Hills review until completion of the Suffolk review. <o:p></o:p></span></p>
<p class="MsoNormal" style="line-height: normal; margin-bottom: 0in; text-align: justify;"><span face="Arial, sans-serif" style="background: white;">The NE Board finally approved the Suffolk Coast
and Heaths (Designation Variation) Order 2019 on 22 July 2019 and the legal
paperwork was submitted to the Secretary of State for confirmation. The
Secretary of State confirmed the Order on 7 July 2020, which clears the way for
the Surrey Hills AONB boundary review to proceed to the next stage.</span></p>

decision regarding this ACP, the CAA realised that the decision was based on a
misunderstanding of the location of the conventional SID. The CAA's draft
report of its PIR therefore concludes that the implemented ACP is not a
satisfactory replication of the Route 4 conventional departure route and because
of this it does not meet the ACP’s original stated aim. This means that Route
4’s RNAV-1 SID will be de-notified and removed from the Aeronautical
Information Publication (AIP). As a result aircraft will be required to fly the
2012 conventional SID which was re-instated on 12 September 2019.The CAA are
asking for comments before 3 February 2020 and cannot commit to taking into

growth plans for Gatwick Airport. This follows Gatwick Airport's announcement of expansion plans for what could be a three runway airport. <o:p></o:p></span></div>

<span style="font-family: inherit;">"<em>Gatwick has grown significantly
over the past decade. It has offered greater numbers of flights to more
destinations and created jobs in the process. However, the benefits of growth
have not been well distributed with the local community.</em><o:p></o:p></span></div>

<span style="font-family: inherit;"><em>"More people are impacted by Gatwick's noise
operations than 10 years ago, both close to the airport and many miles away
under flightpaths, creating health issues for local residents and congestion
through inadequate infrastructure.</em><o:p></o:p></span></div>

<span style="font-family: inherit;"><em>"Over the past few years Gatwick Airport has
continually under invested in the local amenities and social infrastructure
that would be required to support a project of this size and scale. We cannot
support expansion of the Airport without a comprehensive investment in the
local area which would ease pressure on the over-stretched road and rail
systems serving the airport.</em><o:p></o:p></span></div>

<span style="font-family: inherit;"><em>"At a time of increasing concern about the
environmental impact of global aviation growth, the proposed expansion plans
would see a marked increase in carbon emissions, with clearer environmental
consequences for us all. We should not be looking at unchecked expansion at our
local airports but seeking managed growth that is proportionate to our other
national priorities.</em><o:p></o:p></span></div>

<span style="font-family: inherit;"><em>"The safeguarding of land for a new full runway
is a clear indication that Gatwick has future plans to build a third runway, as
well as converting the current standby runway into a second runway. </em></span></div>

<span style="font-family: inherit;"><em>With
today's announcement it is now clear that Gatwick Airport's new owners are
determined to push for rapid commercial expansion and aviation growth despite
the restrictions imposed upon the airport by its poor transport connections and
its rural position adjacent to Green Belt land as well as the arguments made
against a third runway at Gatwick in the London Runway Review.</em> <o:p></o:p></span></div>

<span style="font-family: inherit;"><em>"We are keen to enable the airport to make
viable returns for its shareholders however this also requires a sustainable
and achievable plan for the future of Gatwick Airport which acknowledges the
limitations on aviation growth at the site that exist due to local
infrastructure, environmental and geographical factors.</em><o:p></o:p></span></div>

<span style="font-family: inherit;"><em>"Gatwick Airport's plans to build up to have up
to three runways in operation do not represent a sustainable plan for the
environment and the local community. It would mean more noise, more carbon
emissions, faster climate change, more health problems for local residents and
greater congestion. We have written to the Secretary of State to indicate our
opposition.</em>"<o:p></o:p></span></div>
